railways is of the greatest importanee to
Hong Kong and I am to suggest that an
opportunity might be taken to suggest to the
Chinese Government that this work,
being clearly to the mutual advantage

of both Governments, is one which might for assistance
very properly be financed from the
returned Boxer Indemnity Funds. AA
